PERSONALITY
Immature and very cheerful, Tsukasa is very much like a small child who just wants to play. His assistant, Sakura, comments that she finds it easier to consider him like a cat than a person. However, Tsukasa is also very violent and interested in some brutal things. For example, when he joked about cutting open a puffer fish. While it was initially a joke, when he was told no, he grins and decides to rip it apart with a pen to 'see what it looked like inside'. Handling Tsukasa is like a constant game, one where he's very hard to beat because he's unpredictable.
Most of what guides Tsukasa's actions are his own wants and his twin brother, Amane (Hanako, the main character). If he is anywhere near Amane, he is overcome with joy by being near his older brother. All of Tsukasa's likes and dislikes are guided by Amane, really being all he thinks about. Yet currently, his own goals seem to be separate from his brother's goals. However, what those goals are is a secret as he pulls the strings around everybody to try to get what he desires. Despite his simple personality, he's a master manipulator in the most childish of ways. You don't say no to Tsukasa because what Tsukasa might do could be worse if you would have said yes.
It is shown that he will not hurt people if he's told he shouldn't. For example, when Yashiro gets in the way of his plans, he grabs her head and is about to bash her head in before he stops himself and remarks "Oh, I'm supposed to be nice to girls..." and then works to make sure she stays alive. All because someone had told him you're supposed to treat girls nicely.

HISTORY
SPOILERS FOR HANAKO-KUN
At age four, Tsukasa was a happy little boy who loved to play outside and catch random creatures around his home. One day he discovers an entity living in a well underneath his house that seems to grant wishes when he feeds it animals. With his sickly twin brother unable to play with him, Tsukasa uses this entity to try to give Amane things that he might like. Such as a new book. However, when he finds out that Amane is going to die before their 5th birthday and Amane tells Tsukasa that he just wishes he could be as healthy as Tsukasa, Tsukasa decides to grant this wish for his brother: sacrificing himself on their 5th birthday so Amane may live to grow up. Tsukasa disappears for over a month until one day he simply reappears. His mother goes to a priest, claiming that this cannot be her son and he must be possessed because he acts differently now. We see that he's happily running around with Amane and acting like a normal child yet when the priest goes to Tsukasa, Tsukasa solemnly points to him and says "your wish has been granted", with the head priest suddenly dying.
From here, we do not know much about what happened to him from age 5 to 13. He grew up with Amane, went to middle school, was apparently well-liked by his classmates, and at age 13 was brutally murdered by Amane who also then went on to kill himself (and maybe their parents, it's unknown). Amane becomes a supernatural and Tsukasa becomes his yorishiro, the most precious thing to a supernatural that grants their powers.
In the current day, Tsukasa is interested in breaking down the boundaries of supernatural and humans believing that all should just do as they wish. The meaning behind this goal is not understood as of yet.

Tsukasa has the ability to grant the wishes of the dead, however, something must be sacrificed of similar value to grant the wish.
He commands his kokujoudai, using them to spy on people and listen in on them.
He is also incredibly strong as a supernatural that despite not being a school mystery, he is shown being able to defeat one on his own and kill it.

MISC
Tsukasa can be very violent and if this is something that bothers you then please let me know! I will not have Tsukasa hurt anybody or try to hurt anybody unless I have permission to do so.
Also as the manga is still going on and there is a great deal to still learn about Tsukasa and the entity that he sacrificed himself to, there are still pieces to his history that we are missing. For example, we do not know how much of himself is Tsukasa vs. the entity inside of him.
